Ref-Chem Announces Trio of Board of Directors Promotions

President Jeff W. Rashall Appointed Board Chairman, Jeff Allen and Crystal Spoor to Serve as Board Members

HOUSTON, Texas (June 22, 2020) — Ref-Chem, a Burns & McDonnell company, has named President Jeff W. Rashall chairman of its board of directors and appointed employee-owners Jeff Allen and Crystal Spoor to serve as board members. The three individuals will guide strategic and organizational planning to support the mission and continued growth of the 100% employee-owned industrial construction and maintenance company.

“For more than 60 years, Ref-Chem has upheld a strong reputation for delivering quality projects throughout the construction industry,” says Ray Kowalik, chairman and CEO of Burns & McDonnell. “Ref-Chem’s differentiator is its flexibility and responsiveness to see that client needs are not only met but exceeded, from contract strategies to methods of execution. Guided by the visionary leadership of these three board members, I look forward to seeing the company’s continued growth and momentum as part of the Burns & McDonnell family, helping our clients succeed nationwide.”

Beginning his career at Ref-Chem in 1997 as a project engineer, Rashall has since progressed through a variety of leadership roles throughout the past two decades and was named Ref-Chem president in 2018. Under his leadership, Ref-Chem continues to exceed corporate goals while implementing new technology, procedures and advancements to produce top-quality services.

Joining Rashall on the board of directors are two leaders of major business groups for Burns & McDonnell and Ref-Chem:

Allen is vice president and regional Construction/Design-Build (CDB) Group leader for Burns & McDonnell in Houston. He joined the firm in 2011 and now has more than two decades of experience in project management, procurement, project controls, field services and support for engineer-procure-construct (EPC) and program management projects. Allen leads the Houston CDB team in executing a wide range of EPC projects for utility, industrial, municipal, and renewable energy clients.

With nearly 20 years of experience in financial management, Spoor serves as executive vice president and treasurer for Ref-Chem. From 2014 to 2019, she conducted financial planning and analysis for Burns & McDonnell in the firm’s largest revenue-producing region. Prior to joining Ref-Chem and Burns & McDonnell, Spoor started her career with one of the Big Four accounting organizations before transitioning to lead accounting teams in North America, Europe and Asia for public companies.

As a premier heavy industrial services contractor, Ref-Chem teams with Burns & McDonnell to self-perform projects in the oil and gas, chemicals, foods, power generation, and transmission and distribution markets.
