Jeff W. Rashall
President
Jeff W. Rashall began his career with Ref-Chem as a Project Engineer in 1997. He was promoted through the ranks of Project Management and in the Construction and Operations Divisions. Jeff has extensive project management, project controls, estimating, and logistical experience within the industrial construction and engineering service markets. Under Jeff’s leadership, the Operations Division continues to produce top-quality services for customers as well as implement new technology, procedures, and advancements. Jeff holds a Bachelor of Science in Mechanical Engineering from Texas A & M University.

Crystal K. Spoor-Henderson
Executive Vice President and Treasurer
Crystal K. Spoor-Henderson has extensive experience and knowledge in the accounting and administrative arena. As a CPA with nearly 20 years of experience in financial management, she has lead accounting teams in North America, Europe, and Asia for public companies – starting her career with one of the Big Four accounting firms. Joining Ref-Chem in 2019 as Executive Vice President, she continues her pursuit of strategic financial excellence. Crystal currently leads the company’s accounting, finance, IT operations, capital resources, and craft workforce development. She is a member of the Board of Directors and serves as Treasurer. Prior to joining Ref-Chem, she conducted financial planning and analysis for Burns & McDonnell in the firm’s largest revenue-producing region and was an integral part in the firm’s acquisition of Ref-Chem. She obtained her degree in Accounting and Finance from Kansas State University. Discovering a passion for engineering and construction, Crystal advanced her studies with a graduate certificate in Construction Management from the University of Houston.
Crystal is proud to be part of the Associated Builders and Contractors and the Houston Chapter of the Construction Financial Management Associations. Crystal enjoys spending time with her husband, family, and friends in her free time. Her hobbies include scuba diving, sailing, golf, traveling, and wine tasting.

Jeremy S. Huntley
Senior Vice President of Construction and Business Development
Jeremy S. Huntley joined Ref-Chem in 2000 and has 20+ years of project management and leadership experience. Jeremy has vast experience managing construction and EPC projects. In 2019 he was promoted to Senior Vice President of Marketing and Business Development. Jeremy attended the University of Houston where he earned his Bachelor of Science Degree in Construction Management. Jeremy enjoys golf, shooting sports, hunting, and fishing in his free time.

Andrew R. Rice
Director of Projects
Andrew Rice began his career with Ref-Chem as an Office Manager in 2001. He worked his way through management positions in multiple departments. In 2021, Andrew was named Director of Projects. His focus is on projects in the Aviation Fueling and Food & Beverage industries. Additional duties include overseeing projects in Oil & Gas maintenance located in West Texas. Andrew enjoys traveling, remodeling houses, sports cars, and spending time with his family.

David Lindquist
Director of Operations
David Lindquist was raised with a passion in construction. He attended Pittsburg State University with a major in technology and construction management. In 2008 he completed his Master of Engineering Technology degree in construction. Ref-Chem welcomed David in 2009 as an assistant project manager. David is responsible for the managerial direction, leadership and resources of the Project Management, Field Operations, Project Controls and Estimating departments. David loves to hunt and travel, and he has a passion for cars.

James Glasco
Director of Planning & Estimating
James Glasco began his career with Ref-Chem as a Structural and Equipment General Foreman in 1998. With his accounting degree and background in the field, he did a short stint in procurement before transitioning into a project controls position. James spent seven years in the field as a field controller before moving to the Odessa office in 2009 and assumed the role of Project Controls Manager. In 2016, James took over the Procurement Group and in 2018 took over administrative duties in the Estimating department. James oversees the setup of all projects as well as progress reports and schedules for all Global Practices. He is also involved with all pursuits.

Brad Schilhab
Director of Projects
With more than 25 years of experience in the engineering and construction industry, Brad Schilhab currently serves as Director of Projects at Ref-Chem. His focus is on projects partnered within the Water, Energy, and Oil, Gas & Chemicals industries. Additional duties include oversight of procurement, supporting business development, project financials, and supporting strategic initiatives. Brad enjoys spending time with his family and the outdoors.

Jerry L. Pullen
Vice President of Business Development
Jerry L. Pullen joined Ref-Chem in 1984. He has more than 30 years of experience in estimating Construction and EPC projects. He has responsibility for overseeing estimating activities including the development, preparation, and review of all proposals. Jerry has a strong alliance with the Permian Basin Community, having lived in West Texas for over 50 years. Jerry values his free time with his family and trips to his farm in the Hill Country of Texas.
